The Use of Force by law enforcement officers in the performance of their duties, understandably receives a great deal of scrutiny. Today more than ever, an analysis of the influence of human performance factors on an officer’s decision to use force must be understood. The availability of video provided by Body Worn Cameras and the ubiquitous cell phone allows another level of scrutiny when an officer uses any amount of force during an encounter, but even this innovative technology may not tell the entire story.


When considering the appropriateness of a use of force incident, it is important to understand the influence on an officer’s decision of; stress, action/reaction time, distance, attention, vision, perceptual narrowing and memory along with other equally important data that traditional Force Investigations may not contemplate.

Under the leadership of Chief Investigator Daniel G.
